我国推进区域合作和FTA建设的进程、目标与策略

摘　　要：为适应经济全球化与区域经济一体化的发展形势,中国参与搭建了APEC、“10+3”、上海合作组织、中非合作论坛、“一带一路”倡议等9个非约束性区域合作机制,以及1个特惠贸易安排、1个多边贸易组织和17个自由贸易协议等约束性合作机制,涉及23个国家和台港澳地区。但时至今日,我国构建的区域贸易安排实际的经济效果还非常有限。除东盟和澳大利亚外,我国FTA的签约对象基本都是一些经济规模较小的发达经济体和经济发展水平较低的发展中国家。虽然降低了国内经济调整的成本,但取得的经济效益相当有限。与此同时,我国区域贸易安排的自由化程度较低,与TPP/CPTPP、欧日EPA和北美USMCA等第二代自由贸易区协议存在较大差距。我国在构建新一轮国际经贸规则的竞争中处于被动地位。当前,在中美贸易摩擦正酣,围堵中国的背景下,我们需要在总结参与区域经济合作经验的基础上,制定一个清晰的全球FTA战略,在战略目标、合作方式及推进策略方面,深度融入世界经济体系,进行深入系统的思考。In order to adapt to the development situation of economic globalization and regional economic integration,China has participated in 9 non-binding regional cooperation mechanisms,which includes APEC,“10+3”,Shanghai Cooperation Organization,China Africa Cooperation Forum,and the Belt and Road Initiative,and so on.China has also participated in one preferential trade arrangement,one multilateral trade organization and 17 FTAs,which involves 23 countries and regions of Taiwan,Hong Kong and Macao.But up to now,the actual economic effect of the regional trade arrangement constructed by China is still very limited.Except ASEAN and Australia,China's signing targets of FTA are basically developed economies with small economies,and developing countries with low economic development level.Although the cost of domestic economic adjustment has been reduced,the economic benefits achieved are quite limited.At the same time,the degree of liberalization of China's regional trade arrangements is relatively low,which is far behind the second generation FTA agreements,such as TPP/CPTPP,EU-Japan EPA and USMCA.China is in a passive position in the competition of building a new round of international economic and trade rules.At present,in the context of Sino-US trade friction and containment of China,we need to draw up a clear global FTA strategy based on the experience of participating in regional economic cooperation,deeply integrate into the world economic system in terms of strategic objectives,cooperation methods and promotion strategies,and conduct in-depth and systematic thinking.
