摘　　要：我国知识产权工作所面临的国内外形势与之前相比已发生很大变化。从国内来看,推动高质量发展、建设现代化经济体系已成为新时代的战略目标。就国际形势而言,新冠疫情加剧下的逆全球化兴起、中美贸易战以及新一轮科技革命对我们提出了前所未有的挑战。为此,新形势下我国的知识产权工作需要有新思路。建议以推动高质量发展为首要目标,以实现知识产权治理现代化为基本路径,以强化知识产权保护为核心环节,并更加重视知识产权国际化战略。其中,能否正确处理好政府与市场的关系将是知识产权工作成功与否的关键。Compared with the situation at home and abroad, the intellectual property works faces a very different situation. Domestically, promoting high-quality development and building a modern economic system has become a strategic goal in the new era. In terms of the international situation, the rise of anti-globalization, the US-China trade war and the new round of new technological revolution pose unprecedented challenges to us. Therefore, the strategic planning for intellectual property needs new ideas: it should take the promotion of high-quality development as the primary goal, the realization of modernization of intellectual property governance as the basic path, the strengthening of intellectual property protection as the core link, and pay more attention to the internationalization strategy of intellectual property. Among them, whether to correctly handle the relationship between the government and the market will be the key to success.
