摘　　要：以能源使用不足为代表的能源贫困对居民福利的影响分析与机制识别是实现脱贫攻坚需要关注的核心问题。本文利用微观调查数据,基于对能源贫困人口的识别,从理论和实证双重视角分析了能源贫困对居民福利的影响,并通过中介效应分析了其影响机制。研究发现:(1)中国目前存在能源贫困的人口占比,即能源贫困发生率高达43%,能源贫困问题较为严重但并未引起高度重视。(2)能源贫困显著降低了居民福利,并且能源贫困强度越大,对居民福利的影响越大。(3)能源贫困对居民福利的影响效果与程度存在区域、城乡与收入异质性,北方地域显著而南方不显著;农村的影响效果较城镇更强;中等收入人群显著而低收入和高收入人群不显著。(4)能源贫困对居民福利影响的传导机制为"能源贫困—健康/不平等—居民福利"。本研究为政府及相关部门提升居民福利、缓解能源贫困以助力脱贫攻坚提供了新的视角。The analysis and mechanism identification of the impact of energy poverty on the welfare of residents are the core issues under current poverty alleviation policy. Based on the identification of energy poverty population, this paper analyzes the impact of energy poverty on residents’ welfare theoretically and empirically. It finds that:(1) The proportion of energy poverty in China is as high as 43%. Energy poverty is serious but has not been attached great attention.(2) Energy poverty significantly reduces the welfare of residents, and the greater the intensity of energy poverty, the lower the residents’ welfare.(3) Regional, urban-rural and income heterogeneity exists in the influence effect and degree of energy poverty on residents’ welfare.(4) The transmission mechanism of the impact of energy poverty on residents’ welfare is "energy poverty-health/inequality-residents’ welfare". This study provides a new perspective for China to improve the welfare of residents and alleviate energy poverty.
