摘　　要：“十三五”时期是决战贫困的关键时期,基于社会资本视角破解西部民族地区农村的深度贫困难题,对于确保2020年脱贫攻坚目标的实现以及“十四五”脱贫成果的巩固极为重要。西部民族地区应从推进社会资本交流、扩大社会资本规模、夯实社会资本实力、培育社会资本环境、挖掘社会资本价值与提升社会资本效用等方面入手,通过延伸社会信任半径、拓展民族关系网络、鼓励社会组织建立、推动民族文化的传承与扬弃、促进贫困地区产业结构调整以及完善扶贫制度机制等措施,充分激发少数民族社会资本的积极影响力,将社会资本建设成为物质资本、人力资本扶贫的有力补充,真正赋予贫困群众从“生存”到“生产”再到“发展”的内生动力,为西部少数民族深度贫困地区告别贫困以及切实推进后扶贫时代的乡村振兴奠定坚实基础。The"13th Five-Year Plan"period is a critical period for the decisive battle against poverty.Based on the perspective of social capital,solving the deep poverty problem in the rural areas of the western ethnic minority areas is extremely important to ensure the realization of the poverty alleviation goal in 2020 and the consolidation of the results of the"14th Five-Year Plan".The western ethnic minority regions should start with promoting social cap⁃ital exchanges,expanding the scale of social capital,consolidating the strength of social capital,cultivating the so⁃cial capital environment,tapping the value of social capital,and enhancing the utility of social capital.By extending the social trust radius,expanding the ethnic relationship network,encouraging the establishment of social organiza⁃tions,promoting the inheritance and development of ethnic culture,promoting the adjustment of industrial structure in poor areas,and improving poverty alleviation systems and mechanisms,we can fully stimulate the positive influ⁃ence of ethnic minority social capital,build social capital into a powerful supplement to material capital and human capital for poverty alleviation,and truly give the poor an endogenous power from"survival"to"production"and final⁃ly to"development".In this way,it will lay a solid foundation for bidding farewell to poverty in the deeply impover⁃ished areas of the western ethnic minorities and effectively promoting rural revitalization in the post-poverty era.
