我国省级政府开放数据平台建设现状调查研究

摘　　要：[目的/意义]旨在分析目前我国省级政府开放数据平台建设存在的问题,提出建议,以促进政府开放数据的积极利用。[方法/过程]通过网络调研的方式,对国内13个省级政府开放数据平台进行了准备度、数据层、平台层、利用层四个方面的分析。准备度主要考察各地区针对政府开放数据制定的年度工作计划;数据层包括数据数量、数据覆盖面、数据标准;平台层包括数据发现、平台功能;利用层包括促进活动、应用成果提供。[结果/结论]省级政府开放数据平台建设尚不理想,存在无详细实施计划、数据覆盖不全面、平台实用性低、创新活动少等问题,提出落实具体方案,增加数据集和开放真正能用的数据,完善平台功能,开展创新比赛活动四方面的建议。[Purpose/significance]The paper analyzes the current problems in the construction of open data platforms of provincial governments in China,and puts forward suggestions to promote the active use of government open data.[Method/process]Through online surveys,the paper analyzes the readiness,data layer,platform layer,and utilization layer of the 13 provincial government open data platforms in China.The readiness mainly investigates the annual work plans formulated by various regions for government open data.The data layer includes the amount of data,data coverage,data standards.The platform layer includes data discovery and platform functions.The utilization layer includes promotion activities and application results provision.[Result/conclusion]The construction of open data platform of provincial government is not ideal,and there are problems such as no detailed implementation plan,incomplete data coverage,low platform practicability,and few innovation activities.Four suggestions are put forward,including implementing specific programs,increasing data sets and opening data that can be used,improving platform functions,and carrying out innovation competition activities.
