摘　　要：在国际搜救公约和行业组织的规制下,南极形成了覆盖海空的搜救体系。因南极恶劣的自然环境,日益增多的非政府活动存在着巨大的潜在风险。南极搜救体系对非政府南极活动的长远发展有重要影响,从安全底线角度而言,南极搜救体系塑造着非政府南极活动的发展方向和演进格局。近年来,我国非政府南极活动规模迅速增长,通过南极搜救视角进行审视,加强我国非政府南极活动的管理具有重要的现实意义。Under the international search and rescue convention and the regulation of industrial organizations, a search and rescue system covering sea and air has been formed in Antarctica. With the increasing number activities of non-governmental activities in Antarctica, there are huge potential risks under the harsh natural environment in Antarctica. The Antarctic search and rescue system has an important impact on the long-term development of non-governmental Antarctic activities, with the perspective of safety bottom line, the Antarctic search and rescue system shapes the development direction and evolution pattern of non-governmental Antarctic activities. In recent years, the scale of China’s non-governmental activities in Antarctica has grown rapidly. From the perspective of Antarctic search and rescue, it is of great practical significance to strengthen the management of China’s non-governmental activities in Antarctica.
