“指挥扁平化、警情日清零”机制研究

摘　　要：践行以人民为中心的发展思想,着眼于人民群众对公安工作的新期待,本溪市公安局创造性地推出了“指挥扁平化、警情日清零”的工作机制。该机制是从警情和群众的诉求这一源头着手,以市局指挥系统为依托,把分县局、警种、派出所执法的流程全部纳入一个管理和监督平台,形成了整体联动、即时互动的指挥调度与监督管理体系。这一机制压实了工作职责,提升了办案质量,提高了工作效率,成为提高公安效能的最直接的抓手,对于加强和改进公安工作、提高社会治理水平具有示范意义和参考价值。Benxi Municipal Public Security Bureau creatively launched the working mechanism of“command flattening and police situation clearing up everyday”in order to put into practice the people-centered development philosophy and focus on the people’s new expectations for public security work.Starting from the police situation and the demands of the masses and relying on the command system of the municipal bureau,the mechanism integrates all the law enforcement processes of the sub-county bureau,police type and police station into a management and supervision platform,forming a command and dispatch and supervision management system with overall linkage and immediate interaction.This mechanism consolidates the work responsibilities,improves the quality of handling cases,improves the work efficiency,and becomes the most direct starting point for improving the effectiveness of the public security system.It has demonstrative significance and reference value for strengthening and improving the work of the public security system and improving the level of social governance.
