摘　　要：当前综合管廊PPP项目的科学收费定价问题是推动综合管廊建设和保障PPP项目成功落地的关键因素。在分析综合管廊PPP项目属性和定价原则的基础上,考虑其公益性和经营性双重属性,体现管廊PPP项目买方市场特征、差异性市场化定价原则、全生命周期绩效管理导向性,构建了改进的两部制综合管廊PPP项目定价模型;部分管廊建设成本调入到从量费中,将管线单位所占空间面积比例作为管廊产品消费的量化单位,以绩效评价水平为标准进行价格动态调整,解决财政支出压力,提高入廊积极性。最后通过实证分析,验证该定价模型的适用性。The scientific pricing of utility tunnel PPP projects is a key factor to promote the construction of utility tunnel and ensure the successful landing of PPP projects.Taking into account the dual attributes of public welfare and operation,reflecting the market characteristics of the buyer of the utility tunnel PPP project,the principle of differentiated market-based pricing,and the guidance of life-cycle performance management,the tunnel PPP project pricing model based on improved two-part pricing method was constructed.The part of construction cost is transferred to the unit price;and the proportion of space area occupied by pipeline units is used as a quantitative unit for utility tunnel product consumption;the dynamic price adjustment mechanism based on performance evaluation levels is established.The methods have resolved the pressure on fiscal expenditures and increased enthusiasm for entering the utility tunnel.Then this paper users a case to analyze the rationality of this kind of pricing model.
