农机购置补贴政策的历史演变与未来走向——以黑龙江省为例

摘　　要：农机购置补贴政策是为推动农业农村现代化进程的制度创新。通过对2004-2018年黑龙江省农机购置补贴政策数据进行量化分析,梳理农机购置补贴历史演变过程,审视黑龙江省农机购置补贴政策的实施效果,并从提高农机购置补贴对象的精准性与指向性;动态调整农机购置补贴标准;细化责任加强科学管控这三点,完善黑龙江省农机购置补贴的实现路径,为助力农业农村现代化及新型城镇化进程贡献政策力量。ThAgricultural machinery purchase subsidy policy is an institutional innovation to promote the process of agricultural and rural modernization.Through quantitative analysis of 2004-2018 Heilongjiang province agricultural machinery purchase subsidy policy data,combing the historical evolution of agricultural machinery purchase subsidy,reviewing the implementation effect of Heilongjiang province agricultural machinery purchase subsidy policy,it was found that the subsidy policy gradually entered the stage of stock optimization from incremental reform.And from the perspective of new urbanization analysis of the realization path of agricultural machinery purchase subsidy policy.The study found that in the implementation of agricultural machinery purchase subsidies in Heilongjiang Province,there are problems such as the lack of accuracy of subsidy subsidies,the lack of targeted subsidies and the insufficient scientific supervision of subsidy funds.Dynamically adjust the subsidy standards for agricultural machinery purchases and refine responsibilities to strengthen scientific management and control.Contribute to the policy force to help the modernization of agriculture and rural areas and the process of new urbanization.
