摘  要:随着越来越多的社会资本进入到区域供热(冷)领域,该类项目的商业模式和经济效益成为决定项目成功的关键因素,因此,冷热价格定价机制的研究显得尤为重要。提出区域供热(冷)项目冷热价格的制定采用"接入费+用能费"的定价方法,并对某典型区域供热(冷)项目进行研究。采用"接入费+用能费"得出的用能成本与用户自建冷热源系统的用能成本进行对比分析,得出接入费和用能费能满足"两个不高于"的要求,即用户缴纳的接入费不高于其自建空调冷热源系统的费用,用户的年用能费不高于其自建空调冷热源系统的年运行成本。With more and more social capital entering into the field of district heating(cooling),the business model and economic benefits of this kind of project become the key factors for the success of the project,so the research on the pricing mechanism of hot and cold price is particularly important.In this paper,the pricing method of "access fee+energy consumption fee" is put forward for the establishment of cold and hot price of district heating(cooling) project,and a typical district heating(cooling) project is studied.The energy consumption cost obtained by "access fee+energy consumption fee" is compared with the energy consumption cost of user built cold and heat source system,and it is concluded that the access fee and energy consumption fee can meet the "two not higher" requirements The requirement is that the user shall pay no more access fee than the cost of self built air conditioning cold and heat source system,and the user’s annual energy consumption fee shall not be higher than the annual operation cost of self built air conditioning cold and heat source system.
