摘 要:随着技术发展和管理要求的不断提升,传统安全质量稽查管理模式存在技术力量不足、覆盖率较低、时效性不足等劣势,已无法适应新形势下的安全质量稽查管理要求。旨在调查分析传统安全质量稽查管理模式面临的困难和薄弱环节,重点研究如何调整专业力量和工作模式,强化安全质量稽查队伍力量,利用泛在电力物联网技术,建设远程视频指挥中心,推进“线上线下结合,智能识别配合专家诊断”的安全质量稽查新模式在电网基建工程实践应用,真正达到“四不两直”、全覆盖的稽查效果。With the gradual improvement of technology and management requirements,the traditional safety and quality inspection mode may not adapt to the safety and quality inspection management requirements under new situation due to such disadvantages as insufficient technical strength,low coverage rate and less timeliness etc.It is intended to analyze the difficulties and weaknesses in traditional safety and quality inspection management mode,with focus on study how to mobilize professional resources and working mode,strengthen safety and quality inspection team,utilize the electric power ubiquitous"internet of things"technology and build remote video monitoring command center,to promote the new safety and quality inspection mode of"combination of online and offline,intelligent identification coupled with expert diagnosis",and its practical applications in power grid infrastructure projects,fully achieving the inspection effectiveness of"Four Not,Two Straight Forward,and Full Coverage".
