中国环境政策的府际合作关系演进研究——基于中央政府部门联合行文的205份政策文本的量化分析

摘　　要：随着环境污染的不确定性和环境治理复杂性的上升,环境治理领域跨部门合作愈加密切和复杂,国家环境行政主管部门和中央及其他部门的横向合作进一步加强。本文以中央政府部门联合行文的205份环境政策文本为分析对象,以1992年以来召开的历次中国共产党全国代表大会召开时间作为时间节点,对环境治理领域政府部门的府际合作关系进行分阶段考察;以各阶段的府际合作为准分别绘制合作网络图,定量分析各阶段政府部门合作关系的整体网特征。研究发现:环境政策政府部门合作网络总体上从简单到复杂、环境政策制定主体形成相对稳定的府际合作、合作型府际关系是提高环境治理效率的有效方式。通过责任和利益两个分析维度,本文对政府部门间合作关系进行分类讨论,指出提升国家治理能力现代化的途径之一是推动协作型府际关系的形成。With the uncertainty of environmental pollution and the increasing complexity of environmental governance,cross-sectoral cooperation in the field of environmental governance has become increasingly close and complex,and horizontal cooperation between the State Environmental Administration Department and the central and other departments has been further strengthened.This paper takes 205 environmental policy texts jointly relensed by central government departments as the analysis object,takes the national congresses of the Communist Party of China held since 1992 as the time node,to conduct a phase-by-phase study on inter-governmental cooperation in the field of environmental governance.Based on the inter-governmental cooperation in different stages,the cooperation network charts are drawn,and the overall network characteristics of the cooperation relations between government departments in different stages are quantitatively analyzed.It finds that the cooperation network of government departments in environmental policy is generally from simple to complex,formation of relatively stable inter-governmental cooperation among the subjects of environmental policy-making,a cooperative intergovernmental relationship is an effective way to improve the efficiency of environmental governance.Finally,through the two dimensions of responsibility and benefit analysis,on this basis,the cooperation between government departments is classified and discussed,it points out that one of the ways to improve the modernization of national governance capacity is the formation of collaborative inter-governmental relations.
