摘　　要：基于对中国足协、篮协等全国性单项体育协会的调研,并采用文献资料、逻辑分析的方法,从理论、历史与现实维度梳理全国性单项体育协会与政府脱钩的逻辑进路,分析其脱钩面临的现实困难并提出应对策略。研究认为源于政府内部的阻力、协会自身的问题以及脱钩配套制度的缺位,是全国性单项体育协会脱钩不彻底的主要原因,应构建协会脱钩的政府扶持保障机制与多元监管机制,加强协会自身能力的提高,健全协会脱钩的配套法律框架体系,以保障全国性单项体育协会与政府脱钩取得实质性效果,最终使其成为自治、自律的法人实体。Based on an investigation on national single event sports associations such as Chinese Football Association and Chinese Basketball Association,by using literature data and logic analysis methods,from the theory,history and reality dimensions,the authors collated the logic approaches of national single event sports associations separating from the government,analyzed the realistic difficulties faced by their separation,and put forward coping strategies.The authors concluded the followings:the government’s internal resistance,the associations’own problems and the absence of separation supporting systems,are the main causes for national single event sports association separation incompleteness;we should establish a government supporting and assuring mechanism and a pluralist supervision mechanism for association separation,strengthen the improvement of the associations’own abilities,perfect the association separation supporting law framework system,so as to ensure that national single event sports associations’separation from the government achieves a substantial effect,and ultimately to made them become autonomous and self-disciplined legal entities.
