中国参与伊拉克战后经济重建与“一带一路”倡议的对接

摘　　要：从2003年伊拉克战争结束至今,中国一直积极参与伊拉克的战后经济重建。2003—2012年,中国侧重于帮助伊拉克恢复其经济的“造血”功能;2013年至今,中国侧重于将伊拉克经济重建与“一带一路”倡议相结合,帮助其实现经济持续发展。在参与特点上,中国参与伊拉克战后经济重建具有以能源合作为主轴、多种参与方式并存,并大致形成了较完整的经济重建参与模式。中国实施的“援助+贸易”方式不仅体现了中国的大国责任感,也符合中国的发展中国家国情。综合来看,中国参与伊拉克战后经济重建在改善伊拉克经济和民生的同时,也保障了中国的能源安全,进而为“一带一路”倡议在海湾地区实施奠定了物质基础、民心支持和政治保障。China has been positively participating in the economic reconstruction of Iraq since the end of the war in 2003.In the first period of reconstruction,from 2003 to 2012,China placed emphasis on helping Iraq to restore the"hematopoietic function"of its economy;while,in the second period of reconstruction,since 2013 up till now,China has been attaching importance to integrating the reconstruction with the"Belt and Road Initiative"and assisting the country in achieving sustainable economic development.China's participation in the post-war economic reconstruction of Iraq is mainly based on the energy cooperation with various supplementary approaches and it has developed a relatively complete participation model of economic reconstruction.The"aid plus trade"approach not only reflects China's sense of responsibility as a major power,but also conforms to its national conditions as a developing country.From a comprehensive perspective,China's experience of the participation in the post-war economic reconstruction of Iraq has improved the national economy and people's livelihood of Iraq,meanwhile ensured energy security of China,and moreover,it has laid the material foundation,won popular support,and provided political grantee for the implementation of the"Belt and Road Initiative"in the Gulf region.
