摘　　要：特朗普执政后,美国网络战略呈现出新动向,表现在策略上的单边主义、功能上的军事优先以及目标上的大国指向。这一动向是特朗普等美国战略决策者从地缘政治视角对当今国际格局及美国安全环境做出研判后调整战略的结果。特朗普力图通过网络来重塑美国的经济霸权、军事霸权和科技霸权,最终实现美国霸主地位的维护,因此,追求美国霸权稳固是主要驱动因素。美国新的网络战略将加剧大国战略互疑,妨碍网络空间的全球治理。如果任其发展,它将破坏全球战略平衡,令世界形成大国对峙格局。这一切将危及国际安全。对此,国际社会应当携手合作,构建网络空间命运共同体,尽力抑制美国网络战略新动向所产生的消极影响。Since Donald Trump took office,a new trend has been shaped in the US cyber strategy,which manifests as unilateralism in tactics,military priority in function,and power orientation in target.This trend is resulted from the adjustment strategy made by Trump and other US strategic decision-makers on the basis of the current international pattern and the US security environment from the perspective of geopolitics.President Trump attempts to employ the cyber to rebuild the economic,military and scientific and technological hegemony of the US,and ultimately realize the preservation of the overlord position of the US.Therefore pursuing the steadiness of the US hegemony is the major driving factor of the new trend.The US new cyber strategy will intensify strategic mistrust between big countries,and impede the global governance of the cyberspace.If the trend is left unchecked,it will possibly damage the global strategic balance,lead to an unwanted world pattern with great powers confronting each other,and all these will endanger the international security.Given on this point,the international community should make joint efforts to build a community with a shared future in cyberspace and limit the negative influences of the US new cyber trend to the minimum level.
