厦门小微企业知识产权托管治理的问题及对策

摘　　要：厦门市知识产权托管工作已由政府单向管理向以政府为主引导,企业、服务机构、行业协会、产业园区以及自贸区等载体参与其中的多元治理体系转变,并取得了良好的成效。但存在顶层设计缺失、托管机构服务能力不足、行业协会作用发挥不充分、氛围营造不够等问题。厦门市应通过加强监管力度、提高小微企业参与托管的意识、提升托管机构的服务能力、激励行业协会发挥作用、加强宣传等措施,进一步完善多元共治的治理体系,提升小微企业知识产权托管治理效能。The intellectual property trusteeship in Xiamen City has made great progress in the transition from one-way government management to a government-led diverse system of governance involving enterprises,service organizations,industry associations,industrial parks and free trade zones.However,there still exists many problems,including lack of top-level design,insufficient service capabilities of trustees,inadequate role in industry associations,and scant awareness and publicity concerned.It is therefore proposed to enhance diverse system of governance and efficacy of the intellectual property escrow among small and micro businesses(SMEs)in Xiamen City by measures such as strengthening supervision,raising SMEs'IP trust awareness,increasing the services of escrow agencies,encouraging industry associations to play a role and strengthening publicity.
