创新驱动视角下我国制造业技术创新能力评价

摘　　要：制造业技术创新能力对推动经济高质量发展、构建现代化经济体系具有重要支撑作用。本文基于创新驱动视角构建了制造业创新驱动过程模型,从技术创新投入能力、技术创新产出能力、技术创新支撑能力3个方面构建中国制造业技术创新能力评价指标体系,运用熵权-突变级数法对2014~2018年中国制造业28个行业的技术创新能力进行综合评价,并对技术创新能力及其变化幅度进行排序。结果显示,2014~2018年我国制造业不同行业的技术创新能力均有一定提升;根据评价结果将制造业划分为高位高速增长型、高位低速增长型、低位高速增长型和低位低速增长型,并提出相应的政策建议,以提升不同制造行业的创新能力。Technological innovation capability of manufacturing industry plays an important supporting role in promoting high-quality economic development and building a modern economic system.Based on the perspective of innovation driven,the innovation driven process model of manufacturing industry is constructed in this paper,the evaluation index system of technological innovation ability of China's manufacturing industry is constructed from the aspects of technological innovation input ability,technological innovation output ability and technological innovation support ability.The entropy weight and catastrophe progression method are used to comprehensively evaluate the technological innovation ability of 28 industries in China's manufacturing industry in 2014~2018,and the technological innovation ability and its change range are sorted.The results show that the technological innovation capacity of different industries in China's manufacturing industry has improved in 2014~2018.According to the evaluation results,the manufacturing industry is divided into high-speed growth type,high-speed growth type,low-speed growth type and low-speed growth type,and corresponding policy recommendations are put forward to improve the innovation capacity of different manufacturing industries.
