摘 要:根据我国经济高质量发展目标和长江经济带发展战略,本文构建长江经济带能源高质量发展综合评价指标体系,以2007~2018年长江经济带内11个省市为样本,通过稀疏主成分分析得到反映能源发展条件、能源-生产协调、能源清洁低碳的3个稀疏主成分,测算能源高质量发展指数,使用TOWA算子加权进行动态评价,并根据聚类分析进行地理分区。研究表明:长江经济带能源高质量发展逐年上升,但区域发展不均衡明显,呈“东北部高,西南部低”格局,上海能源高质量发展水平最高,江苏、浙江、重庆和四川能源高质量发展水平一般,湖南、江西、贵州和云南能源高质量发展水平较低。重庆和四川清洁低碳能源发展较高但能源发展条件较低,江苏和浙江清洁低碳能源发展程度较低。According to the goal of high-quality economic development and the development strategy of the Yangtze River Economic Belt put forward by the 19th CPC National Congress,a comprehensive evaluation index system of high-quality energy development in the Yangtze River Economic Belt is established.Based on the sample of 11 provinces and cities in the Yangtze River Economic Belt in 2007~2017,three sparse principal components reflecting the conditions of energy development,energy-production coordination,and clean and low-carbon energy use are obtained by using sparse principal component analysis method,the high-quality energy development index is calculated,and make dynamic evaluation by using the weight of towa operator,then the geographical division is carried out by using the cluster analysis method.The research shows that the high-quality energy development in the Yangtze River economic belt is on the rise year by year,but the regional development is not balanced obviously,showing a pattern of“high in the northeast and low in the southwest”.The high-quality energy development level in Shanghai is the highest,that in Jiangsu,Zhejiang,Chongqing and Sichuan is the average,and that in Hunan,Jiangxi,Guizhou and Yunnan is relatively low.The clean and low-carbon energy development in Chongqing and Sichuan is relatively high,but the energy development conditions are relatively low.The clean and low-carbon energydevelopment in Jiangsu and Zhejiang is relatively low.
