摘 要:目的:分析不同经济发展水平地区的城乡居民医疗保险的整合现状、参保范围、筹资标准和保障待遇,为相同经济发展能力的地区的城乡居民医疗保险整合提供参考。方法:对我国经济发展水平不同的6个地区(广东、江苏、陕西、山西、宁夏和西藏)的城乡居民医疗保险整合政策进行比较,并利用卫生筹资数额占人均可支配数额比例对筹资情况进行分析。结果与结论:各地区统筹进度、统筹层次差异较大,与经济发展水平无关;各地区涉及外来人员的医保覆盖差异明显;鲜有地区的筹资标准考虑实际收入情况;保障力度受经济发展水平的影响,总体来说经济发展水平较高的地区的保障待遇较好。Objective:To analyze the current status of the scope of insurance coverage,funding standards and protection benefits under the integration of urban and rural residents*medical insurance in areas with different levels of economic development,and to provide references for the integration of urban and rural residents'medical insurance in areas with the same economic development capabilities.Methods:It compares the urban and rural residents’medical insurance integration policies in six regions(Guangdong,Jiangsu,Shaanxi,Shanxi,Ningxia and Tibet)with different levels of economic development in China,and uses the proportion of health financing to the per capita disposable amount to compare the financing situation.Results and Conclusion:The overall planning progress and level of each region are quite different,which are not related with the level of economic development;There are obvious differences in the coverage of medical insurance among different regions;Few regions consider the actual income in their financing standards;The security strength is affected by the level of economic development.Generally speaking,the areas with higher level of economic development have better security treatment.
