承德市下辖8个县医疗卫生机构发展趋势及公平性研究

摘　　要：目的对承德市下属8个县的医疗卫生资源配置进行分析,探讨其发展趋势及公平性。方法以2008~2017年河北经济年鉴为主要资料来源,描述承德市8个县医疗卫生资源配置的基本情况,运用洛伦茨曲线、基尼系数,从人口、地理面积两个方面分析其公平性。结果2008~2017年承德市8个县医疗卫生机构床位数由7230张床增长至17757张床,年均增长率为10.50%。医疗卫生机构技术人员数由7222人增长至14382人,年均增长率为7.95%,但2017年承德市下辖8个县每千人口卫生技术人员数均低于国家平均水平。2008年和2017年承德市8个县按人口分布的基尼系数分别为0.11和0.08,按地理区域分布情况的基尼系数分别为0.24。结论承德市8个县医疗卫生机构建设发展迅速、公平,但仍存在资源配置总量不足的问题。Objective To analyze the allocation of medical and health resources in 8 counties under Chengde City,and discuss its development trend and fairness.Methods The 2008-2017 Hebei Economic Yearbook was used as the main source of data to describe the basic situation of the allocation of medical and health resources in 8 counties in Chengde City,using the Lorenz curve and the Gini coefficient to analyze its fairness from the two aspects of population and geographic area.Results From 2008 to 2017,the number of beds in medical and health institutions in 8 counties in Chengde City increased from 7,230 to 17,757,with an average annual growth rate of 10.50%.The number of technicians in medical and health institutions increased from 7,222 to 14,382,with an average annual growth rate of 7.95%.However,in 2017,the number of health technicians per 1,000 population in the 8 counties of Chengde City was lower than the national average.In 2008 and 2017,the Gini coefficients of the eight counties in Chengde City were 0.11 and 0.08,respectively,and the Gini coefficients of the geographical distribution were 0.24.Conclusion The construction of medical and health institutions in the 8 counties of Chengde City had developed rapidly and fairly,but there was still a problem of insufficient resource allocation.
