摘　　要：科技反恐体系构建是基于恐怖主义发展趋势为前提的、提升反恐能力建设水平的重要措施。后"ISIS"恐怖主义发展呈现碎片化、本土化、独狼化、年轻化等新特点,不确定因素更为突出,恐怖袭击的危害程度加大。并且由于恐怖袭击科技含量不断增强,恐怖组织和恐怖分子(独狼)使用核生化手段和网络攻击技术发动恐怖袭击的概率也不断增大。新冠疫情之后,生物反恐更对科技反恐体系提出了新的要求。加强反恐科技研究和装备建设,完善科技反恐体系,是掌握反恐主动权的重要前提之一,也是反恐能力建设的重要内容。The construction of a scientific and technological anti-terrorism system is an important measure to improve anti-terrorism capacity based on the development trend of terrorism.The development of post-ISIS terrorism presents new features such as fragmentation,localization,loneliness,and youthfulness,uncertain factors have become more prominent,and the harm from terrorist attacks has increased,so the probability of terrorist organizations and terrorists(lone wolves)using nuclear,biological,chemical and cyber attack technologies to launch terrorist attacks is increasing.After the outbreak of the COVID-19 epidemic,biological counter-terrorism has put forward new requirements on the technological counter-terrorism system.Strengthening scientific and technological research and equipment construction for anti-terrorism,and perfecting the system is one of the important prerequisites for mastering the anti-terrorism initiative,and is also an important content of its capacity building.
