对提升天然气汽车用气产业链价值的思考

摘　　要：当前,中国天然气汽车用气产业链上中下游处于分散发展状态,产业链整体效益有待提升。从车辆用气全产业链价值提升发展来看,降低车辆污染排放、天然气业务高质量发展,是实现汽车产业转型升级的必由之路,也是探索氢能源汽车商业发展模式的有益尝试。天然气汽车全生命周期具有成本优势,可规模化推广,但天然气汽车推广政策扶持力度小、基础设施不完善,交通领域用气环节衔接不畅,关系有待理顺。提出五方协同发展促进产业链价值提升的思路,即打造气源供应方、货源供应方、车源供应方、资金服务方、信息服务方五方综合服务平台,统筹协调气源保障、物流服务、资金支持、车辆维护、货源保障等全产业链问题。产业链价值提升新思路为各方带来实惠和发展前景,对于牵头单位——气源企业,也带来定位、产品、理念、能力、构架的转变等新挑战。At present,the upstream,middle and downstream of gas utilization industry chain of China’s natural gas vehicle are in a status of split development and the overall benefits of the industry chain need improving.From the perspective of the value promotion and development of the whole industrial chain of vehicle gas,reducing vehicle pollution emission and high-quality development of natural gas business are the only way to realize the transformation and upgrading of the automobile industry,and also the beneficial attempts to explore the commercial development mode of hydrogen energy vehicles.The whole life cycle of natural gas vehicle has cost advantage and can be promoted on a large scale,but natural gas vehicles is facing such problems as weak policy support for the promotion of natural gas vehicles,imperfect infrastructure,and poor connection between gas use links in the transportation sector,which need to be straightened out.The paper puts forward the coordinated idea of five parts to promote the value improvement of the industrial chain including building a five-party comprehensive service platform for gas source suppliers,products suppliers,automobile sources suppliers,capital service providers and information service providers,and coordinating the whole industrial chain issues such as gas source security,logistics service,financial support,vehicle maintenance and supply guarantee.The new idea of industrial chain value improvement would bring benefits and development prospects to all parties,and also give new challenges to the leading unit(the gas source enterprise),such as the positioning,products,concepts,capabilities and framework.
