摘  要:民航运输业作为战略性产业,在国民经济发展中起着重要作用,其运营效率高低决定行业发展水平。应用改进的网络SBM模型和回归方法,分析1987-2013年中国民航运输业运营效率演化特征及影响因素。结果表明,系统总效率受政府规制改革和重大事件影响呈现波动上升趋势;从内部看,系统总效率受服务子过程影响最大,生产、销售子过程影响比较接近,货邮周转量、飞机数量是影响运营效率重要因素;从外部看,系统总效率受经济发展和对外开放的正向影响及公路发展的替代影响。因此,强化宏观调控、优化资源配置、提高载运率是提升民航运输业效率的主要路径。Civil aviation industry as strategic industry plays an important role in the development of national economy. The level development of civil aviation industry is determined by the operating efficiency. The improved Network Slack-Based Measure( SBM) and regression are used to analyze evolution characteristics of operating efficiency and influencing factors of Chinese civil aviation industry during 1987-2013. The results indicate that system efficiency is affected by government regulatory reform and significant events,which appears in fluctuated upward trend. Internally,service sub-process efficiency has the greatest impact on system efficiency and production and sales sub-processes’ efficiencies have the same influence degree. Cargo and mail turnover volume and fleet size are the most important impacts. Exteriorly,system efficiency is influenced positively by economic development and opening to the outside and negatively by road development. Thus,the main paths to enhance the efficiency of civil aviation industry are strengthening macroscopic readjustment and control,optimizing allocation of resources,and increasing load factor.
