摘　　要：目的针对医疗设备购置预算资金管理中存在的问题,提出合理的改进措施。方法利用科室年人均纯收入作为预算额度分配杠杆,综合考虑医院总体经济运行现状,来制定全院年度设备购置计划;同时通过每年对全院大型医疗设备做年度成本效益分析,来建立设备购置终身追责制度、不良供货商不良信用一票否决制等惩罚制度,为设备的购置计划提供效益、质量保证。结果医疗设备购置预算资金的管理确保了设备购置论证的真实准确,预算资金虚高大幅降低,降低了设备论证难度。我院2017年底针对现有问题采取措施进行整改后,2018、2019、2020三年中各科室申报设备购置预算总额呈现逐年下降趋势,且比未实施新措施的2015、2016、2017三年预算总额表现出连续的、显著的下降。结论这些措施有利于有效利用预算资金,提高医院科学管理水平。Objective In view of the problems in the management of medical equipment purchase budget fund,some reasonable improvement measures are put forward.Methods The annual per capita net income of the department was used as the budget allocation lever,and the overall economic operation status of the hospital was considered comprehensively to make the annual equipment purchase plan of the hospital.At the same time,through the annual cost-benefit analysis of the hospital’s large medical equipment,a punishment system such as lifelong liability system for equipment purchase and one-shot veto system for bad suppliers’bad credit was established to provide benefits and quality assurance for the equipment purchase plan.Results The management of budget funds for medical equipment purchase ensured the authenticity and accuracy of equipment purchase argumentation,and the inflated budget funds were significantly reduced,thus reducing the difficulty of equipment argumentation.After our hospital took measures to rectify the existing problems at the end of 2017,the total amount of equipment purchase budget of departments in 2018,2019 and 2020 showed a decreasing trend year by year,and showed a continuous and significant decrease compared with the total amount of equipment purchase budget in 2015,2016 and 2017 without implementing new measures.Conclusion These measures are beneficial to the effective use of budget funds and the improvement of hospital scientific management.
