农业高质量评价指标体系构建及策略研究——来自重庆市北碚区第三次农业普查证据

摘　　要：基于重庆市北碚区农业发展现状及农业高质量发展内涵,采用层次分析法(Analytic Hierarchy Process,简称AHP)从产品、生态、结构3个维度构建全国农业高质量发展评价指标体系,结合SWOT矩阵分析(企业本身的竞争优势Strengths、竞争劣势Weaknesses、机会Opportunities、威胁Threats)和IE矩阵分析(Internal-External Matrix,内部-外部矩阵)农业高质量发展的影响因素,并通过定量战略计划矩阵(Quantitative Strategic Planning Matrix,QSPM矩阵)评估当前北碚区农业发展所处的阶段特征,为下一步农业结构调整指明方向.研究结果表明:北碚区农业发展水平与高质量尚存一定差距,应采取坚持和稳定型战略实现农业高质量发展.基于研究结论,未来北碚区农业高质量发展方向为:①完善扶持政策,夯实产业基础;②加快环境治理,净化生产环境;③加强人才培育,壮大经营主体;④以品牌打造为抓手,充分发挥农业经济社会效益.Based on the current situation of agricultural development and the connotation of high-quality agricultural development in Beibei District,an evaluation index system of high-quality agricultural development in China is constructed by AHP from three dimensions of product,ecology and structure.The influencing factors of high-quality agricultural development are analyzed by SWOT(Strengths,Weaknesses,Opportunities and Threats)matrix and IE(internal and external)matrix,and the stage characteristics of current agricultural development in Beibei District are evaluated by QSPM(quantitative strategic planning matrix)so as to point out the direction of agricultural structure adjustment in the near future.The results show that the agricultural development in Beibei is still short of the standard of“high quality”.and the strategy of persistence and stability should be adopted in the current high-quality development of agriculture in Beibei.Based on the research conclusions,the future direction of high-quality agricultural development in Beibei District is:(1)improving support policies and consolidating the industrial base;(2)accelerating environmental governance and purifying the production environment;(3)strengthening talent cultivation and expanding the main body of management;and(4)taking brand building as the grasp,giving full play to the economic and social benefits of agriculture.
