我国贫困地区循环经济发展的现实困境与创新策略--以陕南为例

摘　　要：贫困地区发展循环经济对于推动我国经济发展方式转型,实现脱贫攻坚和全面建成小康社会目标至关重要。陕南是我国贫困地区发展循环经济的典型代表,绿色循环发展成效显著。在我国经济转型和扶贫攻坚的关键时期,加快发展循环经济是缓解贫困地区资源约束矛盾,增强自我发展能力和稳固脱贫成果的现实需要。由于贫困地区经济基础薄弱,循环经济发展面临着观念落后、产业链短、产业耦合度低、发展质量不高等突出问题。围绕新时期贫困地区可持续发展需求,从理念变革、产业体系建设、循环型社会构建以及资金人才保障等方面提出了加快贫困地区循环经济发展的具体策略,为稳固我国贫困地区脱贫攻坚成果、促进其经济绿色循环高质量发展提供参考和借鉴。The development of circular economy in poor areas is very important to promote the transformation of China's economic development mode and achieve the goal of poverty alleviation and completing the building of a moderately prosperous society in all respects.As a typical representative area of circular economy development in poor areas of China,Southern Shaanxi has achieved remarkable results in the green circular development.In the critical period of China's economic transformation and poverty alleviation,accelerating the development of circular economy is the practical need to relieve the resource constraint contradiction in poor areas,enhance self-development capability and consolidate the achievements of poverty alleviation.Due to the weak economic foundation in poor areas,the development of circular economy still faces many outstanding problems,such as backward conception,short industrial chain,low industrial coupling degree and poor development quality.Focusing on the sustainable development needs of poverty-stricken areas in the new period,this article puts forward some specific strategies for accelerating the development of circular economy in poor areas from the concept of renovation,industrial system construction,circular society construction,as well as fund and talent guarantee,so as to provide references for consolidating the achievements of poverty alleviation in poor areas and promoting the high-quality development of green circular economy,
