乡村治理现代化背景下我国农村公共产品供给机制的演变、经验及建议

摘　　要：有效保障农民公共需求是完善国家现代化治理体系的重要内容,也是实现城乡融合发展目标的关键。2019年中央一号文件就农村公共事业发展提出了加快补齐农村人居环境和公共服务短板的工作要求,党的十九届四中全会则进一步指出要坚持和完善统筹城乡的民生保障制度,健全国家基本公共服务制度。在此背景下,文章从制度变迁及乡村治理现代化的视角,详细评析了70年来乡村治理和农村公共产品供给制度间的关系及演化历程,分析了农村公共产品供给制度如何随乡村治理制度的演化而一直适时调整和完善,并提出了坚持党的领导地位、发挥政府主导作用、唤醒非正式治理制度的积极作用及尊重农民主体地位的经验和政策启示,为乡村振兴战略推进过程中农村公共产品供给机制的创新与发展提供保障。Effectively protecting farmers'public needs is an important part of improving the national modern governance system,and it is also the key to achieving the goal of integrating urban and rural development.The first document of the Central Committee of 2019 put forward the work requirements for accelerating the shortcomings of the rural living environment and public services regarding the development of rural public utilities.The Fourth Plenary Session of the Nineteenth Central Committee of the Party further pointed out that it is necessary to uphold and improve the people's livelihood security system for the overall planning of urban and rural areas,and to improve the national basic public service system.In this context,this paper analyzes in detail the relationship and evolution between rural governance and the supply system of rural public products in the past 70 years from the perspective of institutional changes and the modernization of rural governance,and analyzes how the rural public product supply system follows the rural governance system.It has evolved and adjusted and improved in a timely manner,and put forward the experience and policy implications of adhering to the party's leadership position,giving play to the government's leading role,awakening the positive role of the informal governance system,and respecting the peasant's subjective status.The innovation and development of product supply mechanisms provide guarantees.
