摘　　要：为了全面总结内蒙古自治区水权试点工作,介绍了内蒙古黄河干流跨盟市水权试点过程中强化行业监管方面的一些做法,总结了试点过程中坚持问题导向、坚持两手发力、强化节水管理、创新体制机制的一些重要经验。In order to comprehensively summarize the pilot work of water rights in Inner Mongolia Autonomous Region,the strengthening industry regulatory practices in the process of implementation of water rights of the main stream of Yellow River in a pilot city of Inner Mongolia Autonomous Region are introduced,and some important experience are summarized,including sticking to the problems in the process of pilot guidance,insisting on hands power,strengthening the management of water saving,and innovating systems and mechanisms.The pilot work of water right transfer in Inner Mongolia Autonomous Region has achieved positive results and been highly evaluated by the Ministry of Water Resources of P.R.China.
