摘　　要：乡村治理作为国家治理的重要组成部分,直接关乎国家治理现代化建设。党的十九大报告提出要建立健全“自治、法治、德治”相结合的乡村治理体系,如何构建和完善“三治结合”的乡村治理机制成为现实而又迫切的任务。全面梳理七十年来我国乡村治理制度变迁历程表明,“三治结合”是政府主导的乡村治理制度变迁的逻辑必然和社会经济发展的客观要求。但是,构建“三治结合”乡村治理机制面临着自治、法治和德治等方面的诸多问题和制约因素。因此,要进一步提高思想认识,夯实党建工作的政治基础,全面推进自治的主导地位、法治的保障地位和德治的基础地位建设,形成自治、法治和德治相得益彰、相互补充的治理机制。As an important component of national governance,rural governance is directly related to the modernization of national governance.The report to the 19th National Congress of the CPC proposes to build and improve the rural governance model combining self-governance,rule of law and rule of virtue.It becomes a practical and urgent task as how to build and improve the rural governance model combining self-governance,rule of law and rule of virtue.A comprehensive review of the changes in the rural governance system over the past seven decades has shown that the rural governance model combining selfgovernance,rule of law and rule of virtue is the logical necessity of the changes in the government-led rural governance system and the objective requirement of social and economic development.However,building such a rural governance mechanism faces many problems and constraints in terms of selfgovernance,rule of law and rule of virtue.Therefore,it is necessary to further raise ideological awareness,consolidate the political foundation of the party building,and comprehensively promote the dominant role of self-governance,the safeguard role of rule of law and the fundamental role of rule of virtue,so as to form a mutually complementary governance mechanism featuring self-governance,rule of law and rule of virtue.
