论防护型集体行动的生成逻辑与体制性供给路径

摘　　要：按照“社会结构-制度运行的组织化模式-集体行动一致性的共同效能”三大要素的相互关系,探寻应急化治理与常态化治理互动融合进程中防护型集体行动的生成逻辑,发现防护型集体行动中的社会结构与行动主体之间存在着互构关系。这一互构性是通过“社会结构、历史秩序和行为主体选择”三大要素的相互作用来实现的。比较分析当代中国乡村组织中“边缘落后村”和“近郊卫星村”的社会结构和历史秩序,在公共卫生事件的应急状态下,分别基于行为主体“结构-功能”的差异化选择,形成了“能人主导型”和“行政赋能型”两类集体行动的逻辑。前者体现为本土化的能人凭借个体化的社会资本与紧密型村落文化的结合,达成集体行动的逻辑;后者则是经由具备政治资源的“驻村第一书记”,通过制度化政策资源的输入与离散型村落文化的整合,达成集体行动的逻辑。二者关于防护型集体行动的生成逻辑都是以突发性公共卫生事件的应急存在为前提。构建应急化治理与常态化治理互动融合进程中防护型集体行动的生成逻辑,需要扬弃“国家-社会”二元分离的治理语境,立足于“党-国家-社会”的治理范式。在现实性上,这体现为以政党整合为基础,补足“乡村社会团结再造”的体制性供给路径。According to the interrelation among the three elements of“social structure-organizational mode of institutional operation-common efficiency of collective action consistency”,the paper aims to explore the generation logic of protective collective action in the process of interactive integration of emergency governance and normalized governance.The paper discovers that there is an inter-construction relationship between social structure and action subjects in the protective collective action that is realized through the the interaction of“social structure,historical order and selection of actors”.The social structure and historical order of backward villages and effective satellite villages in contemporary Chinese rural areas are compared and analyzed.Under the emergency state of public health events,based on the differentiated selection of“structure-function”of the actor,the logic of two types of collective actions,namely“able person-oriented”and“administrative empowerment”,is formed.The former is embodied that indigenous“able persons”achieve the logic of collective action by virtue of the combination of individualized social capital and tight village culture;while the latter is the result of the integration of institutionalized policy resources and discrete village culture by the“First Party Secretary of the village”having political resources.The above two generation logic of protective collective action are both based on the emergency existence of sudden public health events.In the process of constructing the interactive integration of emergency governance and normalized governance,it is necessary for generation logic of protective collective action to abandon the governance context of“state-society”binary separation and be established on the governance paradigm of“party-state-society”.In its reality,it is reflected as the institutionalized supply path by supplementing the“rural social unity and reconstruction”on the basis of the integration of political parties.
