摘　　要：通过对医院涉及采购工作的相关部门进行职能合并,简化并统一工作流程,建立规范化采购制度,实现采购事前预算和审批,权力制衡,强化采购过程的公平与公开,引入事中监管保证评审公正以及事后评价控制的闭环流程,全面加强采购管理的内部控制工作,最终实现加强采购风险防范与采购质量管理的目的。Through the functional combination of relevant departments involved in hospital procurement,to simplify and unify the work process,we establish a standardized procurement system,to realize the pre-procurement budget and approval,power balance,strengthen the fairness and openness of procurement process.By introducing the closed-loop process of in-process supervision to ensure the impartiality of review and post-evaluation control,it comprehensively strengthens the internal control of procurement management,and finally realizes the purpose of strengthening procurement risk prevention and procurement quality management.
