非传统安全视域下在华印度尼西亚女佣及其治理

摘　　要：全球化背景下,随着中印(尼)各方面合作的加深,两国人员的往来将更加频繁,其中,有一些非法移民包括印度尼西亚女佣入境中国。中国的高端家政工人一直处于供不应求的状态,非法印度尼西亚女佣颇受“新富家庭”的青睐。这一人数日益增长的群体为中国大陆带来“三非问题”等非传统安全问题,考验着中国政府对外佣中介和非法移民的监管体系。同时,非法印度尼西亚女佣可能涉及跨国犯罪甚至包括恐怖活动,已成为中国国家安全的潜在威胁。因此,在华非法印度尼西亚女佣问题亟待得到治理,具体措施包括建立完善的移民监管体系、严厉打击国内外佣中介、促进和加强与印度尼西亚政府间的跨国合作等。Under the background of globalization,with the deepening of cooperation between China and Indonesia,personnel exchanges will become more frequent.Among them,some illegal immigrants,including Indonesian domestic helpers,enter China.High-end domestic workers in China's Mainland have been in short supply,and illegal Indonesian domestic helpers are favored by“new rich families”.However,this growing group has brought"three illegalities"(illegal-entry,illegal-residence and illegal-employment)to the mainland,testing the Chinese government's regulatory system for foreign domestic helpers and illegal immigrants.At the same time,illegal Indonesian domestic helpers maybe involved in transnational crimes and even terrorist activities,which has become a potential threat to China's national security.Therefore,it is urgent to deal with the problem of illegal Indonesian domestic helpers in China.Specific measures include establishing a sound and complete immigration supervision system,cracking down on illegal housework agencies,and promoting and strengthening international cooperation with the Indonesian government.
