现代海洋经济视阈下江苏沿海经济带建设的理论依据与路径选择

摘　　要：在阐述了江苏海洋经济与沿海经济、海洋产业与沿海经济带发展关系的基础上,分析了江苏沿海地区海洋经济发展存在的问题,认为海洋经济欠发达是江苏沿海经济带发展滞后的主要原因。以问题为切入点,探讨了江苏沿海经济带建设的理论依据与路径选择,提出要以区域非均衡发展理论为指导,以合理的政策供给为保障,以发展现代海洋经济为引领,坚持江海统筹,迅速扩大海洋经济的规模;坚持区域统筹,促进江苏沿海地区从“珍珠链”向“珍珠带”转变。围绕这一路径选择,提出促进江苏沿海地区海洋经济发展的相关对策:坚持陆海统筹,以增强沿海地区的辐射力来扩展沿海经济带的宽度;坚持创新驱动,实现江苏海洋经济发展的动能转换;以新技术改造传统产业,突破江苏海洋产业供给侧结构性改革的瓶颈;以大力发展现代海洋服务业为着力点,提升江苏沿海经济带的服务能力。On the basis of expounding the relationship between Jiangsu marine economy and coastal economy,marine industry and coastal economic belt,this paper analyzes the problems existing in the development of marine economy in Jiangsu coastal areas,and holds that the underdeveloped marine economy is the main reason for the lagging development of Jiangsucoastal economic belt.Based on this path choice,it puts forward the relevant countermeasures to promote the development of marine economy in Jiangsu coastal areas:insisting on land and sea integration,expanding the width of coastal economic belt by enhancing the radiation force of coastal areas;insisting on innovation driven,realizing the conversion of energy for the development of marine economy in Jiangsu;reforming traditional industries with new technology,breaking through the bottleneck of structural reform on the supply side of marine industry in Jiangsu;vigorously developing the modern marine service industry as the focus,and improving the service capacity of Jiangsu coastal economic belt.
