摘　　要：通过分析美日德以等国外发达国家在职务发明成果转化中涉及的科研人员所有权和收益分配方面的经验,以及对国内科技成果转化产权改革路径的探讨,指出现行职务发明成果转化中实施产权激励政策存在的不足,并借鉴其优秀经验提出促进中国科技成果转化产权改革的政策建议。This paper mainly analyzes the experience of foreign developed countries,such as the United States,Japan,Germany and other countries in the ownership and income distribution of scientific research personnel involved in the transformation of service invention achievements,as well as the discussion on the reform path of property rights in the transformation of domestic scientific and technological achievements,points out the shortcomings of implementing property rights incentive policies in the current transformation of service invention achievements,and proposes policy suggestions to promote China’s scientific and technological achievements based on its excellent experience on the transformation of property rights.
