摘　　要：19世纪和20世纪之交,随着外商银行在上海的广泛建立,其自律性同业团体上海外商银行公会得以组建。为了维护外商银行业的整体利益,确保银行体系稳健运行,上海外商银行公会在会员充分讨论、共同协商的基础上,制定出共同遵守的业务经营与管理规则,并监督会员银行有效执行。在金融危机到来之时,上海外商银行公会也能积极承担和履行“银行的银行”职能,弥补官方监管的不足,最大限度规避银行风险。At the turn of the 19th and 20th centuries,with the extensive establishment of foreign banks in Shanghai,Shanghai Foreign Bankers’Association,a self-discipline group,was established.In order to safeguard the overall interests of the foreign banking sector and ensure the stable operation of the banking system,the association formulated a code of conduct for business operations and management rules jointly observed by member banks on the basis of full discussion and consultation among members,and supervised the effective implementation of member banks.At the time of the financial crisis,Shanghai Foreign Bankers’Association was also able to actively assume and perform the function of“bank’s bank”,make up for the lack of official supervision,and maximally prevent bank risks.
