我国出国留学政策变迁的基本逻辑及理性选择——基于历史制度主义的分析视角

摘　　要：通过对多年来我国出国留学政策历史变迁的回溯,进一步运用历史制度主义的理论框架对我国出国留学政策变迁的基本逻辑进行分析,从而深入挖掘政策变迁中的深层结构、路径依赖与动力机制。在新的时代背景下,我国出国留学政策也将面临新的问题和任务,其未来发展要充分把握制度变迁的关键节点、注重发挥理念的先导性作用、直面政策变迁中的现实问题,以及基于适应性预期营造良好的国内环境等,以期实现出国留学政策的路径突破,继而促进我国出国留学政策朝着更加科学化、制度化的方向发展。Through review the evolution of China's studying abroad policy for many years,using the analytical framework of historical institutionalism,we further explore the deep structure,path dependence and dynamic mechanism of the evolution of studying abroad policy in China,in order to comprehensively examine the evolutionary logic of China's studying abroad policy.Under the background of new era,China's policy of studying abroad will also face new problems and tasks,the future development to fully grasp the key node of the institutional change,pays attention to the guiding role of the concept,to properly handle the practical problems in policy institutional change and to create a good domestic environment based on the adaptive expectations,etc.All those things are done to implement the policy of studying abroad path breakthrough,and then promote the policy of studying abroad in China towards the direction of more scientific institutionalization.
