摘　　要：利用现有环境统计、重点企业在线监测等数据,系统分析了京津冀及周边地区重点行业产业布局特征。研究结果表明:京津冀及周边地区以重工业为主的产业结构特征较为明显,钢铁、火电、水泥等重点行业,无论从企业数量、产业规模还是污染物排放量来看,在全国所占比重均较大。从空间布局来看,重点行业企业主要分布于邻近省(市)行政边界区域,邻避效应较为明显。因此,从区域大气环境管理的角度,针对京津冀及周边地区须统一标准、方法进行综合评价,做好产业集群建设规划。针对区域内重点传输区域,健全强化区域环评会商制度,试点建设生态补偿机制。Based on the data of environmental statistics and online monitoring of key enterprises,this paper systematically analyzes the industrial layout characteristics and existing problems of key industries in Beijing-Tianjin-Hebei and its surrounding areas.The results show that:The industrial structure layout appears obvious heavy industry characteristics in Beijing-Tianjin-Hebei and its surrounding areas.The key industries,such as iron and steel,thermal power,and cement,account for a large proportion in either the number of enterprises,industrial scale or pollutant emissions of the whole country.Enterprises of key industries are mainly distributed around the administrative boundary areas of neighboring provinces and cities,revealing evident proximity effect.Therefore,for Beijing-Tianjin-Hebei and its surrounding areas,in order to do a good job in industrial cluster construction planning,it is necessary to unify standards and methods for comprehensive evaluation.Simultaneously,attention should be more focused on the key regions of pollutant transmission,taking steps to improve and strengthen the organization of regional environmental assessment consultation system,and pilot construction of ecological compensation mechanism.
