消费者效用指数的构造与测算方法

摘　　要：为测度居民生活满足感随市场价格和消费支出变化的综合效应和结构效应,由消费者价格的分类指数和消费者的消费支出指数直接合成消费者效用指数:基于等价变动原理,编制消费者效用的拉氏指数;基于补偿变动原理,编制消费者效用的帕氏指数。据此构造的消费者效用指数具有正则性、零次齐次性、周期性、单调性和可分解性等特征。之后,利用2015—2018年中国城乡居民消费价格分类指数和消费分类支出数据,测算得到中国城乡居民消费效用指数。对于经济统计,编制消费者效用指数在完善居民消费统计体系的同时并未额外增加调查工作量;对于经济分析,有了消费者效用指数就不必再借助间接指标来反映消费者效用水平的总体变动、结构变动和消费者的货币幻觉。To measure the combined effect and structure effect of residents'life satisfaction varying along with the change of market price and consumption expenditure,consumer utility index had been directly synthesized by the classification index of consumer price and consumer expenditure index in this paper.That is,based on the principle of equivalent variation,the Laspeyres index of consumer utility was compiled.And based on the principle of compensated variation,the Paasche index of consumer utility was compiled.The constructed consumer utility index had the characteristics of regularity,zero order homogeneity,periodicity,monotony and decomposability.Then using the data of 2015-2018 China's urban and rural consumer price classification index and consumption classification expenditure data,we calculated and got the consumer utility index of urban and rural residents in China.For economic statistics,the compilation of consumer utility index hadn't increased the investigation workload while perfecting the residents'consumption statistical system.For economic analysis,consumer utility index helped researches directly reflect the overall change and structural change of consumer utility level,as well as consumers'monetary illusion.
