摘  要:土地产权结构、供应模式等对机场发展至关重要,但该问题长期被忽略。本文分析了我国内地机场土地现状及其对机场规划实施和竞争力的影响,剖析问题形成原因和机制,结合世界一流机场经验提出破解机场发展土地瓶颈的政策建议。研究表明:对机场土地特性认知不足、民航机制改革中对土地产权问题的忽略、国家及地方土地管理制度变迁中对机场特性考虑不足以及地方特殊的土地制度变迁历程等原因,造成机场土地权属不清、产权分散、地价高昂、监管无力等问题,使得机场进一步发展面临规划难以有效实施、竞争力逐步降低的重大障碍。机场片区土地管理制度改革需以增强机场管理机构土地控制权、降低用地成本、内部化机场收益为原则,创新供应模式,实现产权归一,优化地价评估机制和用地分类标准并降低机场用地成本,完善权能并推进专业化运营。The structure of land property right and the mode of supply are very important to the development of airport,but this problem has been ignored for a long time. This paper analyzes the current situation of do-mestic airport land and its impact on the implementation and competitiveness of airport planning,analyzes the causes and mechanisms of the problems,and puts forward policy suggestions to solve the land bottleneck of airport development based on the experience of international advanced airports. The research shows that the lack of recognition of airport land characteristics,the neglect of land property rights in the reform of civ-il aviation mechanism,the lack of consideration of airport characteristics in the change of national and lo-cal land management systems,and the process of local special land system change and other reasons lead to the unclear ownership of Airport land,the decentralization of property rights,the high price of land,and the lack of supervision,which make the further development of airport Facing the major obstacles that planning is difficult to implement effectively and competitiveness is gradually reduced. The reform of the land man-agement system in the airport area should be based on the principles of strengthening the land control right of the airport management organization,reducing the cost of land use and internalizing the benefits of the airport,innovating the supply mode to realize the unification of property rights,optimizing the land price evaluation mechanism and land classification standards,reducing the cost of airport land use,improving the power and promoting the specialized operation.
