逆向飞地经济的扶贫模式研究——基于金磐扶贫开发区的案例分析

摘　　要：消除贫困是一个长期而艰巨的任务,而逆向飞地经济具有良好的扶贫功效。文章首先对逆向扶贫飞地经济的共性特征进行了归纳,然后对金磐扶贫开发区展开了个案研究,在构建飞地经济运行机制基础上详细研究了逆向扶贫飞地经济的产生原因、运行特征和影响等问题。研究发现,逆向扶贫飞地经济作为“外部支持型逆向异地开发模式和空间”,能够帮助贫困的飞出地实现异地发展和脱贫,同时推动区域协调发展。鉴于逆向扶贫飞地经济具有较强的正面效应和可复制性,文章提出,在科学论证的前提下推广逆向扶贫飞地经济,妥善处理异地开发和本土发展的关系,采取完善顶层设计、理顺管理体制、优化利益分配等一系列措施应对飞地经济发展中的共性问题。Poverty eradication is a long-term and arduous task,and reverse enclave economy has a good effect on poverty alleviation.This paper first summarizes the common characteristics of reverse poverty alleviation enclave economy,and then carries out a case study of Jinpan poverty alleviation development zone.Then,it studies in detail the causes,operation characteristics and influence of the reverse poverty alleviation enclave economy by constructing the operation mechanism of enclave economy.The research finds that the reverse poverty alleviation enclave economy,as an"external support reverse remote development mode and space",can help the poor enclave areas to achieve off-site development and poverty alleviation,and promote regional coordinated development.In view of the strong positive effect and reproducibility of the reverse poverty alleviation enclave economy,the paper suggests that:to promote the reverse poverty alleviation enclave economy on the premise of scientific demonstration,to handle properly the relationship between offsite development and local development,and take a series of measures to deal with the common problems in the development of enclave economy,such as improving the top-level design,straightening out the management system and optimizing the distribution of interests.
