关于新形势下中国企业技术寻求型对外直接投资的思考

摘　　要：经过几十年的发展,中国企业在“走出去”进行技术寻求型对外直接投资方面取得了巨大的成绩,有效推动了国内产业的转型升级。近几年来,中国企业“走出去”步伐放缓。这既有国内经济发展变化的原因,还有国际政治关系和营商环境的影响。通过回顾中国企业开展技术寻求型对外直接投资的发展,分析中国企业对外直接投资趋势变化并探究其演变动因发现:国内经济发展及产业结构调整、国际地缘政治变化以及新冠疫情的全球大流行都对中国企业开展技术寻求型对外直接投资产生了深刻影响。同时,根据发展历程和影响动因,尝试为完善现有政策体系提出建议,认为我国政府应进一步加强国际开放合作、完善顶层设计,为中国企业开展技术寻求型对外直接投资创造良好条件;企业则应根据自身实际合理开展相关投资活动。After decades of development,Chinese enterprises have made remarkable achievements in“going global”,which played an important role in upgrading the technology of domestic industries.In recent years,the pace of Chinese enterprises“going global”has slowed down.This is not only because of changes in domestic economic development,but also because of the impact of international political relations and the business environment.By reviewing the history of Chinese enterprises’technology seeking foreign direct investment,this paper analyzes the changes in the trend of Chinese enterprises’technology seeking foreign direct investment and explores its evolution drivers,and finds that:domestic economic development and industrial restructuring,international geopolitical changes and the global pandemic of Covid-19 all have a profound impact on Chinese enterprises’technology seeking foreign direct investment.At the same time,according to the development process and influencing factors,this paper tries to put forward suggestions for improving the existing policy system.It believes that the Chinese government should further strengthen international opening and cooperation,improve the top-level design,and create favorable conditions for Chinese enterprises to“go global”.Enterprises should carry out technology seeking foreign direct investment activities reasonably according to their actual conditions.
