分权与赋权:清末新闻管制失控与《秦中官报》的媒体实践

摘　　要：清末新政后,媒体管理制度松弛,既无规范的办报章程,也缺乏强有力的管理中枢。民报管理权在中央被分散于商部、学部、巡警部和民政部,在地方则与官报一样由督抚要员负责。政出多头,缺乏制度建设,导致地方官报步调不一、各行其是。《秦中官报》在内容编排上对封建官报的惯例有持续性逸出表现,如谕旨占比极小,文牍刊登违背官僚等级秩序惯例等。对此,上层管理者缺乏应有的注意,“违规”之处长期存在。事实表明,清廷统治者的媒体管理失控,分权于地方,地方官报因而获得赋权。与此同时,新式官报对西北地区知识传播系统的介入,改变了偏远地域社会交往的空间格局和人与社会的关系,官报管理者和读者获得了个体赋权。After the New Political Reform in the late Qing Dynasty,there appeared loose media management system without a specific standard or a strong management center.The management of private newspapers and periodicals in the Central Government was decentralized among the Ministry of Commerce,the Ministry of Education,the Ministry of Police and the Ministry of Civil Affairs,but in the local areas,it was managed by the influential civil and military governors,which is the same as that of the official newspapers.Due to the lack of institutional construction,the local official newspapers did not keep pace with that of the central government and went their own way.The selected content in Qinzhong Official Newspaper had continuous inconformity with that of the feudal official newspapers such as very few royal decrees and the published articles’violation of the bureaucratic hierarchy.The lack of due attention of Shaanxi upper-level management led to the long-term violations.Facts showed that the Qing government rulers were out of control of the media management and decentralized and empowered to the local official newspapers.At the same time,the new type of official newspapers’intervention in the knowledge transmission system in the Northwest Region changed the spatial pattern of the social exchanges and the relationship between people and society in these remote areas,accordingly,the official newspaper managers and readers had gained their individual empowerments.
