摘　　要：环境治理现代化是国家治理体系和治理能力现代化中的重要一环,关系到我国现代化事业的成败。实现环境治理现代化需要构建多元主体协同治理体系,公众参与作为主体之一,在环境治理中愈发重要。但是目前我国公众参与环境治理还存在认知层面的责任意识淡薄、实践层面的参与方式单一、制度层面的法律法规保障不健全等问题,从而影响了公众参与发挥有效作用。如何将公众参与有序纳入环境治理现代化建设中,是当前亟待解决的现实问题。基于此,提出开展全民环境教育、提升公众参与责任意识,创新公众参与方式、完善公众参与渠道,健全公众参与的法治保障、优化公众参与的长效机制等对策措施。The modernization of environmental governance is an important part of the modernization of national governance system and governance capacity,which is related to the success or failure of China’s modernization.To realize the modernization of environmental governance,it is necessary to build a multi-subject collaborative governance system.Public participation,as one of the subjects,is becoming more and more important in environmental governance.However,at present,there are still some problems in the public participation in environmental governance,such as weak awareness of responsibility in the cognitive level,single participation mode in the practical level,and imperfect legal and regulatory guarantee in the institutional level,which affect the effective role of public participation.How to integrate public participation into the modernization of environmental governance in an orderly manner is an urgent practical problem.Based on this,the paper puts forward some countermeasures,such as carrying out environmental education for the whole people,enhancing the awareness of public participation responsibility,innovating the ways of public participation,improving the channels of public participation,perfecting the legal guarantee of public participation,and optimizing the long-term mechanism of public participation.
