政策扩散视角下河湖长制政策再创新研究

摘　　要：以河湖长制政策在全国范围内的扩散现象为主要研究对象,通过总结归纳,阐释了该政策在时空维度下的变迁扩散机理及路径。结果表明:河湖长制政策的扩散具有受横向影响较小、纵向影响较大的特点。对河湖长制政策再创新扩散模式中存在的问题进行了分析,并提出了对策建议。From the perspective of policy diffusion,the paper researched on River/Lake Chief System by taking the diffusion phenomenon of the River/Lake Chief System in the whole country as the main research object.Through summarizing,it explained the evolution and diffusion mechanism and path of the policy in the spatial⁃temporal dimension.The results show that the diffusion of River/Lake Chief System has the characteristics of less horizontal impact and greater vertical impact.Finally,it analyzed the problems existing in the re⁃innovation diffusion mode of River/Lake Chief System and put forward countermeasures and suggestions,so as to realize the reform road of"river long govern⁃ance"promoted by river chief system.
