基于“三生”视角的土地整治综合效益评价

摘　　要：以淮安市黄河故道地区为研究区,基于乡村振兴与生态文明建设要求,从生产、生活、生态的角度出发,提出土地综合整治的目标及评价指标体系,结合层次分析法和熵权法对指标进行组合赋权,采用多层次模糊综合评价模型评价土地整治的综合效益。研究结果表明:淮安市黄河故道地区土地整治项目更注重生产效益,以涟水县南集镇土地整治项目为例,生产效益等级为“优”,生活效益等级为“良”,生态效益等级为“中”,评价结果符合项目的实际成效,可操作性、科学性强。在后期土地整治中应更加注重构建乡村地域空间生态屏障,结合生态文明以及水文化建设,突出黄河故道特色,提升农村生态景观美学价值与生态系统的自我调节能力。Based on the requirements of strategy for rural revitalization and ecological civilization construction,the objective and evaluation index system of land comprehensive regulation were put forward from the perspective of production,life and ecology.The weight of each index was determined by the combination weighting method and the comprehensive benefit evaluation model of land consolidation was constructed by the multi⁃level fuzzy comprehensive evaluation method.Combining with the analytic hierarchy process(AHP)and the entropy method,the indexes were weighted.The comprehensive benefits of land consolidation were evaluated by the multi⁃level fuzzy comprehensive evaluation model.The research results show that the land consolidation project of the old course area of the Yellow River of Huai'an City has paid more attention to the production benefit.Taking the land consolidation project of Nanji Town of Lianshui County as an example,the production ben⁃efit level is“excellent”,the living benefit level is“good”and the ecological benefit level is“medium”.The evaluation results are in line with the actual results of the project,with strong operability and scientific nature.In the later land consolidation,more attention should be paid to the construction of rural spatial ecological barriers,through the combination of ecological civilization and water culture construction to highlight the characteristics of the old course of the Yellow River,and the enhancement of the aesthetic value of rural ecological landscape and the self⁃regulation ability of the ecological system.The research results have certain reference significance for the comprehensive evalua⁃tion of land consolidation in the new era.
