摘　　要："一带一路"倡议是新时代我国对外开放和经济外交的顶层设计,但面临着复杂多变的国际合作环境,倡议实施中的任何情报失察都有可能给国家带来巨大损失。文章利用情报失察理论,梳理"一带一路"情报工作各环节中的情报失察现象并分析其背后的情报能力、体制、文化原因。在借鉴发达国家对外情报工作经验的基础上,从情报服务机构和国家情报体制两个层面,提出改进"一带一路"情报工作的建议。The Belt&Road Initiative is the top-level design of China’s opening-up and economic diplomacy in the new era.However,facing a complex and volatile international cooperation environment,any intelligence failure may bring huge losses to our country.The paper uses the intelligence failure theory to discover intelligence failure in the process of the Belt&Road intelligence work,and analyzes the causes of the failure including intelligence ability,organizational Institutions and intelligence culture.Based on intelligence work experiences of developed countries,the paper put forward some suggestions to improve the Belt&Road intelligence work in the perspective of intelligence services and intelligence system.
