摘  要:以推进黄河流域深度节水控水行动为引领,解读了深度节水控水和灌区深度节水控水的有关概念,分析在宁蒙典型灌区实施深度农业节水控水的必要性。选取宁夏青铜峡灌区和内蒙古河套灌区,核定了近年来争议较大的灌溉面积,分析了灌区节水灌溉现状及存在的主要问题。以促进宁蒙典型灌区用水效率和维持生态环境健康为导向,充分结合典型灌区节水灌溉发展规划,提出了从推进灌排工程现代化改造、加强用水监控、控制灌溉规模、深化灌区管理体制改革等方面推进宁蒙典型灌区深度节水控水的建议。To promote the action of deep water saving and control in the Yellow River Basin,this paper defined the concepts of deep water saving and control and analyzed the necessity of implementing deep water saving and water control in Ning⁃Meng irrigation area.The Qing⁃tongxia irrigation area in Ningxia and Hetao irrigation area in Inner Mongolia were selected as the research objects,and the irrigation area of typical irrigation areas in Ningxia and Inner Mongolia which were controversial in recent years were analyzed and approved.We analyzed the current situation of water⁃saving irrigation and the main existing problems of deep water⁃saving control and put forward some suggestions to promote the deep water⁃saving and water control action in typical irrigation areas of Ningxia and Inner Mongolia,which could provide impor⁃tant references for speeding up the water⁃saving work of the Yellow River Basin.
