构建广东省突发中毒事件卫生应急网络的研究

摘　　要：为建立和完善广东省突发中毒事件卫生应急网络,梳理思路并就未来发展方向提出建议。采用管理学PEST-SWOT模型,分析各项条件,制定战略措施。以"临床诊治与毒物实验室检测技术相互支撑"的医防结合模式,通过构建第一期广东中毒网络并试运行,推进规范化建设,探索共创共享共赢模式,全面增强广东中毒卫生应急能力。广东省已基本形成广覆盖立体化的中毒网络,建议下一步巩固第一期建设,继续推进二期,加快信息化和监测预警建设,形成一流的救援技术体系,拓宽视野提升卫生应急水平。In order to establish and improve the health emergency network of sudden poisoning incidents in Guangdong province,sort out ideas and put forward suggestions for future development directions. The PEST-SWOT model was adopted to analyze various conditions and formulate strategic measures. With the integrated medical and prevention model of "clinical diagnosis and treatment and toxicology laboratory testing technology supporting each other",through the construction of the first phase of the Guangdong poisoning network and trial operation,the standardized construction was prompted,and the co-creation,sharing and win-win mode was explored to comprehensively enhance Guangdong’s poisoning health emergency capacity. A wide-covered and layered poisoning network in Guangdong Province has been basically established. It is recommended that the next step is to consolidate the first phase of construction,continue to advance the second phase,accelerate the construction of informatization and monitoring and early warning,form a first-class rescue technology system,broaden the horizon and improve the level of health emergency.
