摘　　要：三是联网互通融合多种电信业务相互竞争化的局面在当前世界各发达国家基本初步形成。其主要建设目的也就是通过吸引大量中央社会和地方政府资金投资参与建设宽带通信网络,普及宽带网络业务的达到千家万户。同时在统一企业管理的经营体制下积极引入经营业务公平竞争,唯有中国因特网才既具备四大互动传播能力,又是四大新媒体。关键的技术变革方向应当仅仅是从单向广播式电视网络化转变成双向互动式电视网络,有线电视网络需要完全自动实现双向互动化。Third,the situation that networking,intercommunication and integration of various telecommunication services compete with each other has basically taken shape in developed countries all over the world.Its main construction purpose is to attract a large number of central society and local government funds to participate in the construction of broadband communication network and popularize broadband network services to thousands of households.At the same time,under the management system of unified enterprise management,fair competition in business is actively introduced.Only China Internet has four interactive communication capabilities and four new media.The key technological change direction should only be to change from one-way broadcast TV network to two-way interactive TV network,and cable TV network needs to fully realize two-way interaction automatically.
