新时代广东贫困村集体经济财政扶持路径研究

摘　　要：发展贫困村集体经济,是广东新时代全面深化改革,为实现“四个走在全国前列”而奋斗的征程中亟须解决的重要问题。现阶段广东贫困村发展集体经济普遍面临经济环境相对恶劣、资源禀赋较差,集体力量衰落,组织机能弱化,经营性收入微薄,造血功能缺乏等困难。发展贫困村集体经济,离不开政府的财政扶持。建议从引导发展新型村级集体经济组织,创新财政资金投入方式,整合财政涉农资金,加强产业扶贫项目管理,放宽农村集体建设用地政策等五个方面扶持贫困村集体经济发展。The development of collective economy in poverty-stricken villages is an important problem to be solved in the process of comprehensively deepening the reform in Guangdong in the new era and striving to realize the“four leading positions in the country”.At present,the development of collective economy in poverty-stricken villages in Guangdong is generally confronted with such difficulties as relatively harsh economic environment,poor resource endowment,decline of collective strength,weakening of organizational function,low operating income,and lack of hematopoietic function.Developing the collective economy of poor villages is inseparable from the financial support of the government.It is suggested that we should guide the development of new village level collective economic organizations,innovate the mode of financial investment,integrate financial funds related to agriculture,strengthen the management of industrial poverty alleviation projects,and relax the policy of rural collective construction land.
